Double meurtre de retraités: le suspect mis en examen

Plus de trois mois après le double meurtre de retraités à Pont-Saint-Maxence (Oise), une jeune homme de 19 ans a été mis en examen jeudi pour «homicide volontaire» et «actes de barbarie».  Il avait été interpellé mercredi, avec un autre homme, et tous deux avaient été placés en garde à vue à Senlis. Ils «ont un niveau de responsabilité différent» dans l'affaire, a précisé la procureure de Senlis Chantal Berger.

Inconnus des services de police

En effet, le plus jeune a avoué les crimes durant sa garde à vue et l'autre homme a été libéré. Les empreintes du suspect n°1 ont été retrouvées sur l’arme du crime, un couteau, qui a servi à lacérer le corps des deux victimes de 87 coups de couteaux. A son domicile, à Vincennes, les enquêteurs ont découvert des objets volés au couple «notamment une télévision et un four à micro-ondes», a dit la procureure. Elle a précisé que les deux suspects n'étaient pas connus des services de police.
D’après Le Figaro, c’est une ancienne famille d’accueil du jeune homme qui a attiré l’attention des policiers sur le suspect.

Le meurtre particulièrement violent des septuagénaires avait particulièrement choqué l’opinion et amené Brice Hortefeux, le ministre de l’Intérieur, à annoncer des mesures pour renforcer la sécurité des séniors.

Un mari qui participe aux tâches ménagères réduit les risques de divorce

Les risques de divorce se trouvent considérablement diminués dans les couples où le mari participe activement aux tâches ménagères, selon les conclusions d'une étude réalisée auprès de 3 500 couples britanniques par la London School of Economics (LSE).image

L'enquête, publiée mardi 18 mai et intitulée "Travail masculin non rémunéré et divorce", précise que l'implication de l'homme dans le ménage, les courses et le soin des enfants contribue dans tous les cas de figure à la solidité du couple, indépendamment du statut de l'épouse : qu'elle soit femme au foyer ou qu'elle exerce un métier.

"L'étude montre que pour les familles dans lesquelles les femmes sont au foyer et les hommes participent peu aux tâches ménagères et à la prise en charge des enfants, le risque de divorce est 91 % plus élevé que quand la mère travaille et son mari participe au moins en partie aux tâches ménagères. Par ailleurs, il n'y a pas d'augmentation du risque de divorce quand la femme travaille et que son mari participe le plus possible aux tâches ménagères", estiment les chercheurs.

"La combinaison optimale présentant les plus faibles risques [de divorce] est celle où la mère ne travaille pas et où le père s'adonne à un maximum de travaux ménagers et de prise en charge des enfants", à en croire l'étude. Ces conclusions font voler en éclats la théorie solidement ancrée depuis les années 1960 selon laquelle la meilleure garantie de stabilité du mariage résulte de situations où l'homme travaille et la mère s'occupe du foyer. Les sociologues estimaient ainsi qu'une mère au foyer était souvent moins encline à divorcer en raison des difficultés économiques qu'elle aurait à affronter.

Microsoft remanie la messagerie Hotmail

Cela est rendu possible par le chargement des pièces jointes dans un serveur de Microsoft, SkyDrive, qui fournit jusqu'à 25 gigaoctets de stockage gratuit. "Celui qui reçoit le courriel obtient un lien vers SkyDrive, et peut regarder ou télécharger les photos", a expliqué à l'AFP M. Harp.

Retraites: Les syndicats dénoncent les pistes de travail du gouvernement

C’est peu dire que les syndicats n’apprécient pas les pistes de travail dévoilées dimanche soir par le gouvernement sur la réforme des retraites. Les Français devront travailler plus longtemps pour toucher leur retraite, d’après le document d’orientation de 14 pages. Seule concession aux centrales: la création d'une contribution sur les hauts revenus et les revenus du capital.
«Ce qui est demandé aux salariés, ce sont de nouveaux sacrifices par un report de l'âge de départ à la retraite», a réagi dimanche soir la CGT. «Le gouvernement entend répondre par l'activité à un problème démographique en allongeant la durée de cotisation et en reportant l'âge légal de départ en retraite», a regretté Eric Aubin, secrétaire confédéral de la CGT, en charge des retraites. Pour faire pression sur le gouvernement, la CGT appelle les salariés à «une large mobilisation» lors de la grève du 27 mai, à l’appel des six grandes centrales.

«Il n'y a pas de réponse, pas de suite»

Pour la CFDT, le document du gouvernement est «flou» même s’il évoque «acte un certain nombre de problèmes que l'on a soulevés, comme les polypensionnés ou la pénibilité, mais formule très peu de propositions précises». «Nos messages ont été relativement entendus puisqu'ils sont tous évoqués, mais il n'y a pas de réponse, pas de suite», a regretté Jean-Louis Malys, secrétaire national du syndicat. «Jouer sur l'âge, c'est vraiment pour nous la mesure la plus injuste puisque les salariés ayant commencé à travailler relativement jeunes cotiseront plus longtemps et vont ‘porter l'effort’», a-t-il expliqué. Pour lui, la contribution des hauts revenus, en l'état, n’est pas une victoire, demandant que ne «ne soit pas qu'une mesure exclusivement symbolique, pour nous occuper».

Jean-Claude Mailly, le secrétaire général de FO, est plus virulent encore. «Toucher à l'âge légal de départ à la retraite, c'est niet, et la durée de cotisation également», a-t-il réagi sur le plateau de l'émission C politique sur France 5, juste avant les annonces du gouvernement sur le sujet. «Taxer le capital, c'est un progrès mais ça ne suffira pas», a-t-il ajouté, craignant que cela reste des «mesures symboliques», des «recettes de poche», alors que la crise «a très fortement développé un sentiment d'injustice».

Le gouvernement "fera de l'augmentation de la durée d'activité le socle d'une réponse durable et juste au déséquilibre des régimes de retraite", indique le document, envoyé au terme de plus d'un moiimages de concertation avec les partenaires sociaux, et qui doit servir de base à la rédaction d'un projet de loi d'ici juillet.

Les règles seront changées "de manière très progressive", avertit le document en précisant que "l'augmentation de la durée d'activité" se fera "au fur et à mesure que les générations, déterminées par leur année de naissance, atteindront l'âge de la retraite". Le gouvernement cite trois leviers sur lesquels il peut agir pour allonger la durée d'activité : augmentation de la durée de cotisation, report de l'âge d'ouverture des droits à retraite, ou renforcement des incitations à liquider sa pension de retraite au-delà de l'âge légal de 60 ans. Les deux premières hypothèses sont envisageables, seule la troisième hypothèse - qui passerait par l'instauration d'une décote supplémentaire pour la personne qui liquiderait sa pension de retraite à 60 ans tout juste ou avant - étant explicitement "écartée". "D'abord parce que le système serait plus complexe, alors que les Français attendent majoritairement qu'il soit plus simple à comprendre", explique le document.

Les ressources supplémentaires affectées au fonds de solidarité vieillesse

Côté financement du système de retraite, le gouvernement entend "augmenter les ressources". Pour ce faire, il souhaite "intégrer dans le champ de la réforme des retraites la mise en place d'une contribution supplémentaire de solidarité sur les hauts revenus et les revenus du capital". "En ce qui concerne les particuliers, cette contribution supplémentaire ne donnera pas droit à restitution au titre du bouclier fiscal", le système qui permet aux Français de ne pas payer en impôts et taxes plus de 50 % de leur revenu annuel et bénéficie aux revenus les plus élevés.

Les ressources supplémentaires ainsi collectées seront affectées au fonds de solidarité vieillesse (FSV), précise le document qui consiste au total en 14 "engagements" (sauvegarder le système de retraite par répartition, assurer le retour à l'équilibre de nos régimes de retraite à moyen terme...), et exclut certaines pistes comme celle d'une baisse des pensions de retraite ou celle d'une hausse générale des prélèvements obligatoires ou des cotisations sociales pour financer le système.

Le gouvernement assure par ailleurs qu'il compte dans sa réforme "tenir compte de ceux qui ont eu une vie professionnelle plus difficile" en s'engageant à proposer aux partenaires sociaux des "règles spécifiques" pour "reconnaître la pénibilité" à ceux qui sont "confrontés à des situations d'usure physique professionnelle". Il réaffirme par ailleurs qu'il compte "mettre fin à la spécificité française en matière d'emploi des seniors" et que la réforme des retraites devra également "permettre de continuer à progresser vers une plus grande équité entre les régimes de retraite du secteur public et du secteur privé". Pour assurer le succès de la réforme "dans la durée", le gouvernement s'engage à assurer une "gouvernance d'ensemble des régimes de retraite fondée sur des rencontres périodiques avec les partenaires sociaux".
